Some tend to sway during the backstroke, swing and follow through. The hips should not move backwards and forwards, so try this drill.
At home, get a beach ball and keep it pressed against a wall behind your butt. Now pretend to swing, and see if the ball stays or falls

Balance is critical. You can’t make a proper weight transfer if you’re out of balance. Sometimes it can be as simple as putting your feet a few inches apart at address. Try that before you invest in a gimmicky device!

The balance but dont teach them balance first and to walk they just comes.

I’d say about 16. I got my balance from focusing on the core like squats, sit ups, leg presses, etc.
