Driving a golf cart on seawall in Galveston Tx?

I want to know if you can drive down a street in Galveston Texas to the seawall and drive along the wall?
I know in Texas you can drive on low speed roads with carts, however I just wondered if its allowed on the sidewalk on the wall?

      probably not that road is packed and probably not unless you have a permit or whatevr theyre called.
